[rules-users] JAAS issue for GUVNOR login

A point was forgotten that was added as well

The following was added to the server startup “set JAVA_OPTS=-Xmx256m
 -Djava.security.auth.login.config=%CATALINA_HOME%/conf/jaas.config”
