[rules-users] ChangeSet not working for Package Type

guvnor-examples
https://github.com/droolsjbpm/guvnor/tree/master/guvnor-examples contains a
example using a PKG ChangeSet resource.

The most common mistake is not compiling the package (or the package was
compiled with a different version of Drools to that used by the client).
