[rules-users] Planner - scoring with Java (not DRL)

There is a lot of demand for this feature and its not a big change, so I am
going to prioritize it. Keep an eye on the git repo in the next few
weekends. I have to finish a vrp improvement first (chaining swap), but that
shouldn't take more then 1 weekend.
