Yes, we're not planning to create a custom ontology editor. There are plenty
available, including Protege, NeOn and Topbraid (my apologies to the ones I
left out). 
At some point, we will probably extend the "declare" syntax to support some
limited form of description
logic, depending on how popular such a demand would be.
Instead, we're trying to /import/ and /use/ ontologies to some degree in
writing and evaluating rules.
