[rules-users] VRP with ExamTimeTabling

Start from the VRP example.
Instead of having a Vehicle as the planning anchor (see docs on chained 
planning variables),
use a VehicleDayCombination as the planning anchor.
a VehicleDayCombination has 1 Vehicle and 1 Day.
