have you tried calling
http://localhost:8080/guvnor-5.5.0.Final/rest/packages/{packageName}/binary
?

According to the documentation (
http://docs.jboss.org/drools/release/5.5.0.Final/drools-guvnor-docs/html/ch09.html#d0e3485)
this is the call that will compile.
