[rules-users] Restricting the items included in a snapshot

I believe the ability to use "selectors" when building SNAPSHOTS was added
to 5.5 by a community member. You could write your own that persisted the
list of assets included in the latest build and use that when making the
SNAPSHOT.

I don't believe it is possible with 5.3.
