[rules-users] pre-load rules and performance

It's not that easy and it's not one or two drl files... the entire
application is already developed like this and I can't just move everything
into a safe place. 
Isn't there a mechanism to handle this? I tried to use agenda-group with
different agenda name for preload and main rules but it only works if there
is no insert()...
