[rules-users] condition on size of list

[sumit dhaniya]

First I tried by adding java.util.List, it didn't showed as import type in
config of the file.
Then I thought it might not pick interfaces so I also
imported java.util.ArrayList but still it doesn't shows it.

I tried building project but still no luck.
