[seam-dev] Xml module and preventing bean installation

I think this is something that probably belongs in seam-xml:

<veto expression="com.mypackge.*" />

I originally had veto syntax like this:

<veto>
  <t:Class1/>
  <t:Class2/>
</veto>

But we decided to remove it.

It could also veto stuff not in a regexp[]
