FYI, the reason it worked this time was due to NOT using a Facelets ComponentHandler (which gets applied to all components by default) but instead the custom one that mixes up ComponentHandler and IncludeHandler.  ComponentHandler has all sorts of weird stuff about cleaning up the tree.
