Wiki themes should be deployable through the running application. This would currently involve:

a) GUI work to allow uploading and management of themes including theme metadata design/implementation
b) writing to disk to store the CSS/XHTML files in the themes directory

Since we don't know how the deployment looks like (exploded WAR, regular WAR), step b) is the problematic case.
