I'm getting a bit tired of this, it's time that some of the EJB/appserver folks have a look at this issue. Since adding the security JARs as Java modules to my application.xml, I run out of PermGen space after about 3 redeploys. This might be different if we'd use the right approach with META-INF/Manifest.mf class-path entries in the EJB-JAR and WAR, but I doubt it. In any case, hot redeploy should work.
