In CVS this works as described in my comment above:

If UISelectItems knows how to make the value into a list of SelectItem it does.  If it doesn't, and a noSelectionLabel has been requested, it creates a list with one item in it (the noSelectionLabel), otherwise it just returns the value unmodified.

The example has been updated to show a use-case like the one provided by Guy.

UISelectItems is now far saner :)
