After doing some more digging the problem appears to be with the s:link component.  If from the list page I click on an s:link component that has an outcome of "detail" then the Page navigation stuff takes place with /list.xhtml as the viewroot instead of /detail.xhtml.  If I change the component to an h:commandLink everything works fine.
