I don't know if the problem you are describing Ning is the same as this one.  This problem is that the "action" in the pages.xml wasn't being called for the destination view-id when using "render" instead of "redirect" for s:link.  The page would still render correctly for me it's just that the action for /list.xhtml would be called instead of the action for /detail.xhtml when I navigated to detail.xhtml.
