I have a application scope component that has @Startup and tries to call getPage() during its @Create method.  The @Create gets called during application startup.  It is not possible in this use-case to remove the @Startup.

I am dynamically adding page actions to certain pages depending on components installed in the system.  The components get scanned at startup and page actions installed.  At the moment I am hacking round this problem by reflectively calling createPage() in Pages.
