Let Seam annotations be used as meta-annotations

As a a general principle, Seam annotations that currently appear on component classes, should be usable as meta-annotations. For example, discussion in JBSEAM-1117 suggests that @RaiseEvent could be a meta-annotation. @Restrict is another great example, as is @Scope, @Interceptors, @Install.
