The import of build.properties was moved from the init-properties task to the top of the build file.  This makes it impossible to load properties AFTER running seam setup.  

This is a non-critical issue affecting a very critical script.  The fix is trivial and appears to work correctly, but on the off chance that it affects something non-obvious I'm going to defer to 2.0.1 just to be safe.
