I do not think empty means zero length integer. Following differentiation is more logical to me: 

required=false
 - User may leave the field empty. Empty does not mean zero length integer.
 - User may enter a value. Value must be a signed integer. An integer cannot be zero length.

required=true
 - User must fill in the field with a value. Value must be a signed integer. An integer cannot be zero length.
