Just to bring closure to this, we can do this now.   As referenced on JBSEAM-1531, we can change the schemaLocation to the published HTTP URL and then move the XSDs around.  This creates an editing burden, so I'm recommending we only do this for XSDs that we want outside of src/main since their the burden of putting them in src/main is even higher.
