The ICEfaces integration creates an <ice:dataTable> component for data display but does not create <ice:dataPaginator> components to control that display.

Note that <ice:dataPaginator> components must be inside a form.

Note, also, that the paginator won't work if the generated TblList.java code contains the override of maxResults.
