Putting no-conversation-view-id only in pageflow definition file does not redirect if there is no conversation.

Redirection takes place only if both "conversation-required" and "no-conversation-view-id" attributes are provided in pages.xml

Shouldn't it be possible to place no-conversation-view-id only in pageflow file and live pages.xml empty ?
