I think this

   <s:converstionName value="fooC" />
   <s:conversationPropagation value="join" />

with the conversation correctly configured in components.xml should work - currently, it's not able to build the natural conversation id, so gives it a synthetic ID. It works if you use s:link, as that automatically appends the foo=fooId parameter to the link.
