Seam docs say :
The p:header and p:footer components provide the ability to place header and footer text on each page of a generated document, with the exception of the first page.
I think this limitation should be considered a bug: why should we be unable to place header and footer text on the first page? someone might find it useful, for that someone, and to keep backwards compatibility, it would be nice to have an option to turn this on/off, but i really think this is an unnecessary limitation.
