Currently the project build of a seam-gen project doesn't use the debug property defined in build-%env%.properties except to load Groovy scripts dynamically. It should also affect these settings.

1. Whether the jboss-seam-debug.jar is included in the archive
2. The Facelets development mode setting in web.xml
3. The debug property used to replace the @debug@ token in components.xml at runtime

Of course, it should continue to control whether Groovy scripts are compiled or not, as well.
