I'm deferring this to Seam 3/JSR-299 as that correctly scopes beans to the relevant JEE module. Anything in the Seam2 core is essentially a workaround for the architecture's design not supporting this.

Due to the timeframe associated with 2.2.0, we can't make such a risky change without extensive community testing.

Smaller/less intrusive patches I will make sure get in.
