I can confirm this is also happening in one of our production apps which has a file download servlet taking advantage of web:context-filter; we have sessions out there right now that were supposed to expire over 5 days ago. I'm going to give your workaround a try; if it solves that problem I'm going to be a very happy and grateful person :)
