As far as I can tell this works correctly on the Seam side with the URL being encode with a %2F.  Tomcat appears to be configured by default to treat URLs with %2F as invalid by default.   You can change this behavior using -Dorg.apache.tomcat.util.buf.UDecoder.ALLOW_ENCODED_SLASH=true.
