double-quotes is not correctly encoded during CSV export

In CVS, then each value is wrapped by double-quotes (like seam generated) - if double-quotes exist in the text - it should be "doubled". In this case, value correctly imported into Excel or Open Office.

But in seam, the CSV is used as output format - it is not done, so, generated file is incorrect
