Hmmm. Reading 11.5, and comparing it to 12.1, I could go either way whether an extension must have beans.xml.  However, since 11.5 references @ApplicationScoped beans, then to me the archive must also be a bean archive, in which case I would lean towards needing to have a beans.xml in META-INF.
