Sometimes it's useful to configure scheduled jobs dynamically instead of using hard-coded observer methods. That means enable module user to dynamically schedule (unschedule, pause, resume, ...) jobs. Common scenario may be for instance: read job definitions from any data source (DB, XML, WS) first and then schedule them.

Similarly as in SEAMCRON-39 firing special events may be a good way.
