use @Requires to conditional enable TransactionPhaseListener
Add a new method, getEnabledListeners() that creates contextual instances of listener beans that are enabled. Use this method in DelegatingPhaseListener to retrieve the TransactionPhaseListener only if it's enabled.
The dependent classes in @Requires intentionally reference the implementation classes, as the API classes are not sufficient to enable the feature.
