Outstanding issues:

1) ValidatorEvaluationTest is not executed by the build as it does not fit the Surefire pattern "**TestCase.java"
2) ValidatorEvaluationTest.testXerces fails in the IDE
3) Please review my changes to not rely upon the TCCL
4) Tests is XmlValidatorTestCase take up to 30s to complete; why?
