  Fixes out-of-date dependency issues

* datatools
 * Replaces the dependency on org.eclipse.core.runtime.compatibility with
   up-to-date org.eclipse.core.runtime. The former is no longer part of
   standard target platform

* transformation.ui
 * Relax the apache.commons.io versioning to allow for use of the version
   in orbit rather than apache-directory
