    Fix Version/s: 7.1

Moving to 7.1.  The 7.0 driver will not be backwards compatible.  There's been too many changes related to parameters and jdbcdatabasemetadata.  Moving to 7.1 to ensure compatibility with 7.0.  More than likely a switch to a stable binary protocol will wait until 8
