Added the missing message to the i18n file.  Also, added code to try to decrypt only if the password property is actually encrypted. In default scenario it is possible that, a property definition is set to have masked flag, however the value of the property itself is not masked.

The behaviour using the IGNORE_BINDINGS is expected.
