Added the "scope" flag to the Cache Hint. The BNF looks as

/* cache( ... [scope:(user|vdb|session)]?) */ select * from T1;

so user can define VDB scoped cache hint as

/* cache(scope:vdb) */ select * from T1;

Note that when a scope flag specified in the cache hint, then it will override the computed scope flag based on query by the query engine. The results will be then cached using the provided scope.
