Resolution: Done
The issue was it is confusing to determine if the undeploy of a VDB is due to VDB being deleted or Server being shutdown to do the cleanup. Registered a JMX shutdown handler on the JBoss AS server, that indicates this state. Now VDB deployer correctly cleans up the cached metadata files.
