It doesn't sound like there's a common understanding of an issue process yet.  My understanding is that JBEDSP represents GSS and productization efforts.  Over the last couple of weeks, the remainder of JBEDSP issues have been scrubbed and put into the relevant projects.  In this costing case someone will need to create an issue that reproduces the issue in a publicly consumable way and close the JBEDSP issue.  The designer issue should just be moved directly to the designer project.
