Added two new operations to the VDB resource:

1.) List Materialized Views - pulls from the SYSADMI.MATVIEWS table with a filter on the ODBC mat views
2.) Refresh Materialized View - reload the data for a given materialized view
      parameters - schema, view name, invalidate (will block all queries until reloaded when set to YES)
