We've been contemplating this on our long term road map for a while.  SQL/MED with some Teiid specific extensions would provide a mechanism for DDL based definition of translators/foreign schemas or tables.  While updates to a dynamic vdb deployment file can approximate VDB updates, it's less than ideal (triggers a full redeployment, requires a full write out of the file, needs alternative deployment path to update all nodes a cluster, etc.).  We may want to have an operational repository that acts more like traditional database before baking this functionality directly into Teiid.
