Oops, if I actually remember to specify the database name (i.e. with database="dbname" as an additional parameter) it gets ever so slightly further.  I then get "pg.InternalError: server closed the connection unexpectedly.. This probably means the server terminated abnormally before or while processing the request.".

Wireshark shows the connection being made, authentication succeeding followed by a "Parameter status" message but then the connection is just closed.
