I think we talked about before making this the fully fledged vdb reuse feature, so that it would be a first class citizen in the vdb.xml.  The admin command should still be in place for designer operations, but we could also have the vdb itself declare what vdb or vdbs to use as base versions.  I think the reluctance to do this before was based upon also needing Designer changes so that the packaged vdb would be appropriately designed against other vdbs.  We could certainly take a stab on our side and let the tooling catch up.
