Our [] operator has parsing support only for literal indexing.  The pg query shows using an expression index.  Did you try ANSI mode?

Unfortunately this won't be a simple fix.  With just adding parsing support as you would still have to turn on object comparison support, or we'll need more complete array support (some of which is being added as part of TEIID-2111). 

Or we'd have to add a specific odbc override for this exact query form - however without access to OBIEE I'd prefer not to go down this path.

I'll assess this more fully after TEIID-2111.
