The attached patch is against SVN latest for javacc.  A project change would be needed to have pluggable generators, so for now we just hijack the HTML generator.  The other enhancement is to modify the JJDoc logic to look for single item sequences, which is common for us since we use a common action with choice nested in a sequence.
