Another multi-source issue, not yet covered, is that the current approach inhibits efficient planning in many circumstances.  First it limits the capabilities supported - which means that even if a single source is selected a full pushdown plan will not be used for aggregation, ordering, etc.  Second existing partitioned union or just general union optimizations will not be used since the final union form is not added until after planning is finished.
