Steven Hawkins resolved TEIID-2633.
-----------------------------------

    Fix Version/s: 8.4.1
                   8.5
       Resolution: Done

Tweaked the rule ordering and logic so that the creation of new join criteria is delayed until after the initial raising of the access nodes to prevent the creation of unnecessary join criteria.
