I'd appreciate it if you could get it started; I won't be able to spend much time on this (aside from reading issues) until the weekend.

Couple misc notes:
* Need to add PROJ4TEXT (from PostGIS inserts) to the table def. Isn't part of the spec, but that column contains the parameters for the Proj4 library (which is my first choice for ST_Transform / TEIID-3302).
* Need to be able to get access to this table in several places (e.g., system function for ST_Transform).
