The previous comment read to me like we do not support vdb.xml and that would be a fine change. If you are saying that, vdb.xml should be deployable with out code, then we setting precedent on where the embedded is being "embedded" IMO. As soon as we say, directory X contains VDB Y, then we are locking on to some deployment mechanism, which we avoided in the past.
